The Republic ofMoldova has received financing from the World Bank toward t he cost of the Modernization of Government Services Project and intendsto apply part of the proceeds for consulting services.

The objective of this assignment is the reengineeringof a number of selected public services from a total of at le ast 18 services from the stage of as-is mapping, to-be mapping, allthe way to piloting of the new model of service delivery and eva luating efficiency gains.

Thee-Governance Agency now invites eligible consulti ng firms (“Consultants”) toindicate their interest in providing the Services. Interested Firms shall prov ide information demonstrating that they have therequired qualifications and relevant experience to perform the Services (requir ed qualifications and experience of the firm,but not individual experts’ bio data). The Consultant shall have extensive international experience in the field ofpublic administration / public services reform and shall clearly explain its previous exper iences and capacity to undertake thisassignment. The shortlisting criteria are:

  • At least five (5 ) years of experience in servicedelivery management in the public or private sector;
  • Demonstrated experience in at leasttwo (2) assignments related toreengineering of public services of similar or higher complexity in the last five (5) years in the f orm of writtenevidence;
  • Financial expertise and capability to conduct economic and financial analyses on public servicesdelivery;
  • Experience in implementing public services reforms in minimum two countries;
  • Demonstrated relevantinternational experience in front-office service delivery reform and separation of front-office and back-office functions in theform of written evidence would be an asset;
  • Existence of a formalized framework for reengineering of public and/or privatte forervices would be an asset.

The Expression of Interest shall state clearlythe nof the Consultant (either individual Firm, Joint Venture or subconsultancy). The Consultant shall provide relevantreferences (assi gnment name, Client, time frame, the role of the firm (main Consultant/Partner in JV/sub-consultant), contractamount, etc.) to conf irm its experience and qualifications.

The attention ofinterested Consultants isdrawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultantsunder IBRD Loans and IDA Cr edits and Grants by World Bank Borrowers, dated January 2011, revised July 2014(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict ofinterest.

Con sultants may associate with other firms in the form of ajoint venture or a subconsultancy to enhance their qualifications< /strong>.

A Consultant willbe selected in accordance with the QCBS method (Quality and Cost based Selection) set out inthe Consultant Guidelines.
