(WEE-RDP) will be implemented in 76 districtscovering all 34 provinces[1] following two implementation mod alities: 1. By utilizing the services of Facilitating Partners (FPs),and 2. Directly by MRRD personnel at national, provincia l, and community level. Specific details of districts to be coveredunder the project have been provided in the following table. Thi s TOR provides the details of the expected responsibilities forthe FPs under the project. The list of provinces and districts cover ed as part of first implementation modalities i.e. through thesupport of FPs are given below:

2. Key Objectives andScope of the Assignment:

WEE-RDP will promote women’s economic empowermennt through s

a) &nbs p; To promote self-help groups (SHGs) and their clusters/association from poor orvulnerable households

b) &nbs p; To promote women owned EGs/PAs showing increase in volume of salesand

c) Pro mote income and employment enhancing opportunities by building capacities,improving access to financial services, and establishing partnerships with private sector for improving marketaccess.

The specific objective of this assignment is to provide inte nsive, high quality implementation support toWEE-RDP towards achievement of its project development objective of increasing social and economic empowerment of poor rural womenin selected communities.

The field based facilitating partners (FPs) will be responsible for supporting WEE-RDP inestablishment of District Facilitation Team (DFT) structure at the grass-root level and make i t functional in all aspects as animplementing unit of WEE-RDP. This DFT will be supported through the administrative staff at natio nal, regional, and districtlevel that MRRD will be deploying. The FPs will carry out its responsibilities under overall guidance ofMRRD and WEE-RDP programauthorities and as per instructions and guidelines issued by them. Each DFT will be assigned to workin a specific districtin which at least 70% of all the communities will be covered. The FP will ensure high quality implemen tation with propersocial accountability and transparency.

National Procurement Authority on behal f of Ministry ofRural Rehabilitation and Development (MRRD), GoIRA, now invites eligible NGOs (“Consultants”) to indica te theirinterest in providing the aforesaid Services. Interested Consultants should provide information demonstrating that they hav e therequired qualifications and relevant experience to perform the Services.

The short listing criteriaare:

a) The Consultant shouldd be registered legal entity and should have been in bus are:

a) ness for the last5 years in providing Consultancy Services of social aids a ired to provide the Copy of the Certificate of Incorporation issued byrelevant authority in country of establishment).

b) The consultant shall demonstrate having soundfinancial situation by submitting audited financial reports or any other credible financial documents in which the consultant annuall fturnover for any of the last three years (2015, 2016 and 2017) shall be USD 520,000 (Five Hundred andTwen y Thousand US Dollars).

c) T he consultant shouldprovide proven experience for a minimum of at least one contract with the value of US$ 448,000 (Four Hu ndred and FortyEight Thousand US Dollar) having executed during any of the last five years of similar nature preferably inAfghanistanand/or other conflict/ immediate post conflict zones/ countries. Indicating the duration and value, which should showca se theexpertise/strength of the consultant for the undertaking such assignments. The Consultant while describing the assignment(s) forsimilar experience should furnish the following details:

§ Consultant shouldexplain in what way the executed assignment(s) was/were similar in nature to the current assignment.

§ The Consultant should explain the exact role played by the Consultant in the assignment if the assignment was carriedout in association with other NGOs as JV or in sub-consultancy for carrying out the assignment.

§ &nnbs out; Copy of the implemented contract with client’s contact details (phone and email)

Note:the Con tant who intends to express interest for more than one assignment, should fulfill the shortlisting criteria of (b) and (c)as an agg regated base and they should submit their EOIs separately for each package.

The requirements forConsultants who intends to associate with other NGOsin the form of a Joint Venture (JV) or Consortium or asub-consultancy to e nhance their qualifications are indicated as under:

i. &nbs p; The leadpartner is required to be identified clearly and the Consultant shall state the comp osition and nature of their association(JV/ sub-consultant) in their EOI.

ii. In case of JV, all partners i.e. the lead and JV member/s shallmeet 100% of the shortlisting criteria of (a) (b) and (c) above.

iii.  p;& meebsp; In case of Consultant who intends to associate with other NGOs in the form of a sub-consultancy, thelead tner shall meet the shortlisting criteria of (a), (b) & (c) above.

d. Eligibility requirementsin com pliance with paragraphs 3.21, 3.22, & 3.23 of the World Bank’s Procurement Regulations for IPF Borrowers,Procureme nt In investment Projects Financing, Goods, Works, Non-Consulting and Consulting Services July 2016, revised November2017< u>.

The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the WorldBank’s Proc urement Regulations for IPF Borrowers, Procurement In investment Projects Financing, Goods, Works, Non-Consultingand Consulting Ser vices July 2016, revised November 2017, setting forth the World Bank’s policy on conflict ofinterest. In addit ion, please refer to the following information on conflict of interest related to this assignment as perparagraph 3.16 and 3.17 of World Bank’s Procurement Regulations for IPF Borrowers available atwww.worldbank.org/.

4. Consultants mayassociate with other NGOs in the form of a joint venture or asub-consultancy to enhance their qualifications. If consultantsintend to associate with other NGOs, they are advised to clearly id entify the lead partner and state the composition and nature ofthe association (JV/ sub-consultant) in their EOI.

Aconsultant will be selected through Fixed Budget Selection (FBS) in ac cordance with the procedures set out in the WorldBank’s Procurement Regulations for IPF Borrowers, Procurement in investment Projects Financing, Goods, Works, Non-Consultingand Consulting Services July 2016, revised November 2017.
