This Request for Expression of Interest(REOI) follows the General Procurement Notice for this project which appeared in t he UN Development Business website dated 3rdOctober, 2016 with DB Reference No. WB4480-10/16.

The Government of the Repub lic of Ghana received financingfrom the World Bank and the European Union toward the cost of the Transport Sector Improve ment Project (TSIP) and intends to applypart of the proceeds for the payment of these two separate consulting services.

< strong>The Consulting services No. 1(“the Services No. 1”) include services with the view to among others unde rtake thefollowing:

(i)The MC will assist the Client with the review and, after amendment where required, of the initial packageof contract documents for Contracting Entities’ (CE’s). These are described in the respective Contracts and incl ude,among others, the Quality Assurance Manual, the Quality Assurance Plan the Health and Safety Management Plan, Emergency Procedu resand Contingency Plan, the Traffic Management Plan as well as the CE’s Construction Environmental and Social Management Plan.

(ii)The MC will review the CE’s work plan and work method statements for carrying out the design, improvement,construction and rehabilitation activities and requirements in relation to the rate of progress and recommend the modification of thhe cosubmitted program accordingly.

(iii)The MC is required to review and make recommendations to the Client foracceptance o all designs (improvement, rehabilitation and construction) to be provided by the CE.

(iv)The MC shallmonitor the CE ’s compliance with the performance standards set for the different parts of the contract, defined amongstothers under the Man agement Performance Measures, the initial construction/rehabilitation and the maintenance servicesphases. This will include c onducting of inspections following submission of the CE’s Performance Statements to confirmcompliance and, where required, de termine payment reductions and/or liquidated damages.

(v)The MC shall ensure that theConstruction Environmental and Socia l Management Plan, Health and Safety Management Plan, Codes of Conduct, the Traffic ManagementPlan and the Grievance Redress Mechan isms are adhered to and enforced for full implementation.

(vi)The MC shall performgeneral project management tasks like m anaging monthly progress meetings, review all contracting issues that may arise andrecommend payment of all payment certificates ge nerated by the CEs.

(vii)Axle load monitoring and verifications from theCEs

 

The implementationperiod for the assignment No. 1 is expected to be 7 years fromthe start of the assignment as follows:

  • 3 years construction and
  • 4 years maintenance andoperations

2. T he Consulting services No. 2 (“the Services No.2”) also include services with the view to among others underta ke the following:

  1. The MC willassist the Client with the review and, after amendment where required, of the initia l package of contract documents forContracting Entities’ (CE’s). (iii) The MC is required to revie w and makerecommendations to the Client for acceptance on all designs (improvement, rehabilitation and construction) to be providedby theCE.

 

(iv) The MC shall monitor the CE’s compliance with the performance standards set for thedifferent parts of the contract, defined amongst others under the Management Performance Measures, the initial construction/rehabilitation and the maintenance services phases. This will include conducting of inspections following submission of theCE’s Performance Statements to confirm compliance and, where required, determine payment reductions and/or liquidated damages..< CEp>

 

(v) The MC shall ensure that the Construction Environmental and Social Management Plan, Health andSafet Management Plan, Codes of Conduct, the Traffic Management Plan and the Grievance Redress Mechanisms are adhered to andenforced for full implementation.

 

(vi)The MC shall perform general project management tasks likemanaging monthly prog ress meetings, review all contracting issues that may arise and recommend payment of all payment certificatesgenerated by the CEs.< /p>

 

The implementation period for the assignment No. 2 is expected to be 5years from the st art of the assignment as follows:

 

3. Eligibility Requirement for Assignment Nos. 1& 2

 

The Ministry of Roads and Highways (MRH) and the Ghana Highway Authority(GHA) implementing agencies now i nvites eligible consulting firms (“Consultants”) to indicate theirinterest in providing the Services separately. Intere sted Consulting firms should provide information demonstrating that they havethe required qualifications and relevant experience toperform the Services. The primary shortlisting criteria are:

(a) experience with the development and implementatio n of longer-term performance-based contracts that includeboth rehabilitation and maintenance services;

(b) experienc es in Monitoring and Supervision of Road constructioncontracts of this nature under OPRC and Performance Based Road Contract (PBRC)is required;

(c) Firm’s experiencemanaging Public-Private Partnership (PPP) and/or Design Built Operate Maintain a nd Transfer (DBOMT) and/or Design Build andMaintain (DBM) and or Design Build Operate and Maintain (DBOM) projects would be an adde dadvantage.

 

(d) experience in managing the implementation of Environmental and Social Management Plans including participation in community consultations.

(e) Experience of Consulting firms’ staff for theassignment

    January2011 revised July (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict ofinterest.

    4.&nbs p; Conflict of Interest Applicable to Assignment Nos. 1 & 2

    Bankpolicy requires that consultants provi de professional, objective, and impartial advice and at all times hold the client’sinterests paramount, without any considera tion for future work, and that in providing advice they avoid conflicts with otherassignments and their own corporate interests. Co nsultants shall not be hired for any assignment that would be in conflict withtheir prior or current obligations to other clients, or that may place them in a position of being unable to carry out theassignment in the best interest of the Borrower.

    5. Submission of Expression ofInterest (REOI)

    A consultant shall submit only o ne proposal, either individually or as a joint venture partnerin another proposal. If a consultant, including a joint venture partn er, submits or participates in more than one proposal, allsuch proposals shall be disqualified. This does not, however, preclude a consulting firm to participate as a sub-consultant, or anindividual to participate as a team member, in more than one proposal whencircumstances justify and if permitted by theRFP.

    Consultants may associate with other firms in the form of a joint vent ure or a sub-consultancy to enhancetheir qualifications.

    Interested firms must organize their Expression of Int erest in the followingorder:

    i) Company Profile,

    ii) Legal Status (CertificateofIncorporation),

    iii) Letter of intent of Association, if necessary,

    iv) Organizational chart, a list of Boar dof Directors, and beneficial ownership.

    5.2 Chapter 2;

    1. Experience of at least two (2) assignments each with a scope and nature similar to what is stated above during the last 10years,
    2. A summary of similar assignments undertaken as a lead partner,
    3. A summary of assignments undertaken in tth ye project country (Ghana) and in Sub Saharan Africa, giving the client name and the year in which, the assignment was carriedout.< i>

     

    1.  

    i) Experience in World Bank and/or other Donor fundedprojects.

    The document must properly be paged, and a table of content provided.

    A Consultant will be selectedin accordance with the Quality- and Cost-Based Selection method set out in the Consultant Guidelinesreferred to above.
