The Government of Uttarakhand has applied for financingfrom the World Bank tow trong>Uttarakhand Public Financial Management Strengthening Project and intends to apply part ofthe proceeds for consultin g services for Prepare GIS Based property database and electronic Property Tax Register based onMulti-Purpose Household Survey and provide Technical Handholding Support for one year in 4ULBs(Dehradun,Haridwar,Haldwani-Kathgodam &Rudrapur)

The consulting services (“theServices”) will facilitate strengthening the project broadly involves the followin g but not limitedto:

  1. Prepare of GIS Base maps ,
  2. Conduct Door to Door Revenue Improvement Survey ,
  3. Developproperty tax database and software
  4. Migrate of manual records to electronic property tax database,
  5. < li>MaintainGIS and Property tax database
  6. Provide handholding support to ULBs for one year,
  7. Train staff on GIScapabilities, and
  8. Issue SMART card to tax payers

The Finance Department through the Center for Training and Research in Financial Administration (CTRFA) now invites eligible consultingfirms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide informaation demonstrating firms(“Consulthat they have the required qualifications and relevant experience to perform the Services.The minimum required ria are available in Annexure 1 and terms of reference of the assignment can be accessed on the websitehttp://www.uttarakhand audit.uk.gov.in or from CTRFA.

The firm may associate with other consultants inthe form of a Joint Ventu re or a sub-consultancy to enhance their qualifications. Such association should be clearly stated in theEoI.

The attention of interested Consultants is drawn to paragraph 3.14 and 3.17of the World Bank Procureme nt Regulations, July 2016 revised in November 2017 and August 2018 (“ProcurementRegulations”), setting forth the World Bank’s policy on conflict ofinterest.

A Consultant will be selected in accordance with the < strong>Quality Cost BasedSelection (QCBS) method set out in the Procurement Regulations.
