CONSULTING SERVICES TO SELECT A LLOCAL NON-GOVERNMENTAL ORGANIZATION OR AGENCY FOR VERI ICATION OF HEALTHFACILITIES PERFORMANCE –LS-MOH-85879- of Health is currently implementing the Performance Based Financing(PBF) payment mechanism in all the 10 districts of Lesotho. Thisis implemented with the support from the World Bank through theHealth Sector Performance Enhancement Project and the Government ofLesotho. The PBF implementation started in 2014 and 2015 as apilot in two districts of Quthing and Leribe, respectively. The proje ct was scaled up to additional four districts of Mokhotlong,Thaba-Tseka, Mohale’s Hoek and Mafeteng in the year 2016 and has just been scaled up to the remaining four districts ofMaseru, Berea, Butha-Buthe and Qacha’s Nek in July 2018. PBF is a payme nt mechanism by which health facilities arecontracted to receive monetary incentives after achieving specific performance criteria and therefore encourages them to becomemore efficient and responsive to clients.
The MOH had since the imple mentation of the PBF used partof the project funding for international consulting services. The Ministry has however, adviseditself to procure such servicesfrom a Local Agency in an effort to build local capacity and ensure program sustainability. The ser vices to be procured are forVerification of the contracted PBF facilities’ performance. The assignment will ini tially be for a period ofone (1) year, renewable on an annual basis subject to satisfactory performance.
The Ministry of Health now invites eligible localagencies to indicate their interest in providing the above mentioned services. Interested Agencies must provide informationindicating that theyare qualified to perform the services (brochures, description of similar assignments, experience in similarconditions, availabilit y of appropriate skills among staff, etc.). The shortlisting criteria are: (a) quality of submission; (b)Minimum of 5 years of expe rience providing technical assistance to health projects and or programs; (c) Agency’s experienceworking in Lesotho.
The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of theWorld Bank’s Procuremen t Regulations for IPF Borrowers dated July 2016 and revised in November 2017 and August 2018 settingforth the World Bank’s po licy on conflict of interest.
Consultants may associate with otherfirms to enhance their qualification s. Where firms are associating, the submission must include verifiable evidence of associationfrom all the parties.
A consultant will be selected in accordance with the QCBS method set out in the WorldBank’s Procurement Regulations f or IPF Borrowers dated July 2016 and revised in November 2017 and August2018.
