“Technical &Institutional Support for Solid Waste Management Services:
Professionalization o f the Operations of the Joint ServiceCouncil for Solid Waste Management in Khan Younis, Rafah and Middle Governorates (JSC-KRM)”
The Palestine Liberation Organization, for the benefit of thePalestinian Authority ceived financing in the amount of US$ 29.76 Million from the World Bank-International Development Association(IDA), the French Deve lopment Agency (AFD), and the European Union (EU) towards the cost of the Gaza Solid Waste ManagementProject (GSWMP), composed of&n bsp; infrastructure development including the construction of a new landfill and two transferstations (component 1), in addition toinstitutional strengthening (component 2), secondary collection and resource recovery(component 3), and project management (compon ent 4).
The Municipal Development and Lending Fund (MDLF), as the delegatedimplementing agency, intends to use part of the Grant to hire a consulting firm to conduct “Technical & InstitutionalSupport for Solid Waste Management Services: Pro fessionalization of the Operations of the Joint Service Council for SolidWaste Management in Khan Younis, Rafah and MiddleGovernorates (JSC-KRM)” assignment in the Southern GazaStrip, and intends to apply part of the proceeds for co nsulting services.
The Joint Service Council forSolid Waste Management in Khan Younis, Rafah and Middle Gove rnorates (JSC-KRM) was established in 1995 to provide secondary solidwaste collection services, e.g., from approximately 2,000 comm unal containers, and responsible, in addition to the secondarycollection, for the disposal services at the sanitary landfill in Dai r El-Balah due for closure. JSC-KRM is anticipated to operatethe new Al-Fukhari (Sofa) Sanitary landfill currently under constructi on – with 2 million cubic meter capacity –expected start of operation date in April, 2019 with expected daily input of 800 tons of solid waste. JSC-KRM is also expanding itsservices to include medical waste management and the operation of at least 2 transfer stations constructed under theproject.
MDLF invites eligible consulting firms to indicate their int erest in providing the Services.Interested consulting firms should provide information demonstrating that they have the required qu alifications and relevantexperience to perform the services. The short listing criteria are: General Firm’s Profile ( Core business and yearsin business, qualifications in the field of the assignment, technical and managerial organization of the fir m, generalqualifications and number of key staff). Public or private operators, who managed similar services are highly en couragedto apply for this assignment; individual competencies are highly emphasized for this assignment all in line with the indica tedshortlisting criteria that will examine, as part of the General’s Firm’s Profile, the contract sizes successfully executed by the firm for similar services, e.g., coaching, landfill operations, solid waste collection operations, and location ofassignments, e.g., MENA region. Firm’s qualifications also include skills and availability of in-house back-stopping includingg a assailability and presence of local representatives. Quality assurance procedures and certifications such as ISO 9001 and otherenvi mental and social certifications will be considered as well.
Theobject ive of this consultancy services of conducting Technical & Institutional Support for Solid Waste ManagementServices: Profes sionalization of the Operations of the Joint Service Council for Solid Waste Managementin Khan Younis Ra fah and Middle Governorates (JSC-KRM)” is to professionalize the SWM services bystandardizing the operating procedures a nd provision of direct couching, training, and operational advice to the staff bothtechnical and administrative of the service prov ider; the Joint Service Council in Khan Younis, Rafah and Middle Governorates(JSC-KRM).
Within the objective of this consul tancy service, the scope of work is mainlyto:
· Provide standard ope rating procedures (SOP’s) ofJSC-KRM services; i.e., landfill operations, transfer stations, secondary collection, and medicalwaste management;and
· Build and implement in cooper ation withJSC-KRM an action plan to practice daily operations in compliance with SOP’s;
· Provide coaching, training both theoretical and on the job training, and provideday-to-day management advice to the JSC-KRM throughout the implementation of the SOP’s.
· & &n day-to-dsp; Work jointly with JSC-KRM to achieve the targets defined by performanceindicators and to hird party performance certificates; i.e.,ISO9000-01.
The attention ofinterested consulting firms is drawn to paragraph 1.9 of the World Bank’s: Selection andEmployment of Consultants underIBRD Loans and IDA Credits and Grants by World Bank Borrowers published by the World Bank in Januar y 2011, revised in July 2014(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance theirqualifications, therefore a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by allembers and submitted with the Expression of Interest, together with a copy of the proposed Agreement.
Consultancy firmswill be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Connsul willants under IBRD Loans and IDA Credits and Grants by the World Bank Borrowers, published by the World Bank in January2011, sed in July 2014/ Selection based on Quality-Cost based selection(QCBS).
