Bangladesh Appointment of a Service Provider for Management of Foreign Tours. The service provider will provide support to Project Management Unit (PMU) to facilitate the study tours in five groups (each group comprising of 10 members) in five countries – (i) UK, (ii) USA, (iii) Germany, (iv) Sri Lanka & (v) Japan within the project period. The tours shall have to be organized with a view to study different aspects of Local Governments regarding their functions and activities, revenue administration, peoples’ participations in decision making, supervision by central government, fiscal transfer, resource mobilization, auditing, etc. The Bidders should have relevant experience and capabilities in conducting the study tours. Bangladesh Tenderer shall meet the following Criteria and documents: 1. Tenderer must have at least 10 years of general experience in the supply, installation and commissioning of nationwide ISP service as Prime Contractor or Subcontractor or Management Contractor from the date of publication of RFB. [Proof: (i) Certificate of Incorporation /Registration of the Firm / Registered Deed of Partnership / Registration of Sole Proprietorship, (ii) Nationwide-ISP license from BTRC and (iii) Work Completion Certificate of minimum 10 years back. Documents will be verified with concerned organization / authority during evaluation of the tenders.] 2. Tenderer must have at least 02 (two) contracts of providing similar nature of work (Internet Bandwidth / Data Connectivity / Internet Connectivity) of value minimum Tk. 3.50 Crore (BDT Three Crore and Fifty Lac) in any Government / Semi-Government / Autonomous Organizations and/or Reputed Private Organizations within last 05 (five) years. [Proof: Tenderer must submit the Work Completion Letter or Evidence of Payment provided by their concerned Client(s) where such payments substantiated by bank statement are only accepted. This evidence will be verified with concerned organization/ authority during evaluation of the tenders.) 3. Tenderer must have minimum one contract with Government / Semi-Government / Autonomous Organizations of minimum 500 mbps (Internet Bandwidth / Data Connectivity / Internet Connectivity) in last 03 years. [Proof: Tenderer must submit the Contract Agreement which will be verified with concerned organization/ authority during evaluation of the tenders.] 4. Tenderer must have contracts with Government / Semi-Government / Autonomous Organizations and/or Reputed Private Organizations of minimum 10 mbps Internet Bandwidth / Data Connectivity / Internet Connectivity in last 03 years at minimum 25 districts in Bangladesh. Subcontractors’ experience and resources shall not be taken into account in determining Tenderer’s compliance with the eligibility criteria. 15.The tenderer shall quote the price for goods items sl.no. 1 to 14 and monthly service bill separately. The sub total quoted price for sl. no. 1 to 14 shall not exceed 35% of the total offered price.
