1. BACKGROUND OF THEPROJECT The Ministry of Petroleum and Mineral Resources (MoPMR) is implementing the Somali Petroleum Technical AssistanceProject (SOPTAP) f inanced by the World Bank. The Project Development Objective (PDO) is to strengthen the institutional frameworkand the capacity of the Somali petroleum sector to manage the sector and wealth for sustainable developmentimpacts.

2. &nb sp; OBJECTIVES OF THE ASSIGNMENT

Todevelop a strategy and implementation plan for the Federal Government of Somalia and the Federal Member States to communicateproactively and consistently to relevant stakeholderson the development of the upstream petroleum sector in Somalia, themanagement and distribution of wealth, and the opportunities an d challenges this generates for all Somali people. A higher leveloutcome is that the National Communications Strategy (NCS) will em power a greater proportion of the Somalian public to effectivelyaccess, understand and participate in the ongoing dialogue on usingthe petroleum deposits as a source of federal/county andnational wealth.

3. & nbsp; REPORTING

The firm shallreport to the Project Coordinator and Director General of Ministry of Petrol eum and MineralResource.

4. TIMING AND DURATION

< p>Theassignment will have a duration of four calendar months from start date. The detailed Terms of Reference (TOR) for the assignm entcan be provided upon submission of application (in person or by e-mail “Dg@mopmr.gov.so”).

The Ministry ofPetroleum now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experienceto perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriatte toskills among staff etc.) . The shortlisting criteria are as follows:

  1. Core business of the firmand y rs in business.
  2. Specific experience in successfully implementing similar assignments (developing communicationstrategiesand implementation plans)
  3. Experience of relevant services in an environment similar to that of Somalia(experience of wo rking and developing communication strategies and implementation plans)
  4. Technical and managerialorganization of the firm(provide only the structure of the organization, general qualification and number of key staff). Do notprovide CVs of key staff. K ey experts will not be evaluated at the shortlistingstage.

5. &n bsp; SUBMISSIONREQUIREMENTS

Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3. 17 of theWorld Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Work s, Non-Consulting and Consulting Services, July 2016, revised November 2017 and August 2018(“Procurement Regulations&rdq uo;),setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with othe rfirms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or asub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant QualificationSelection (CQS) method set out in the Procurement Regulations.
