1. Background:

The Islamic Republic of Afghanistan, Ministry of RuralRehabilitation and Development (MRRD) has received financing from the World Bank toward the cost of the WEE-RDP, and intends to applly p Rehart of the proceeds for consulting services for Facilitating Partner (FP) to Provide Implementation Support for CommunityMobiliz n and Institutions Development for Laghman Province.

(WEE-RDP) will be implemented in 76districts coveri ng all 34 provinces[1] following two implementation modalities: 1. By utilizing the services of FacilitatingPartners (FPs), and 2.& nbsp; Directly by MRRD personnel at national, provincial, and community level. Specific details ofdistricts to be covered under theproject have been provided in the following table. This TOR provides the details of the expectedresponsibilities for the FPs underthe project. The list of provinces and districts covered as part of first implementationmodalities i.e. through the support of FPsare given below:

2. Key Objectives and Scope of the Assignment:

WEE-RDP willpromote women’s economic empowerment through strong financially sustainable and self-managed community institutions, improved i prcome, sustainable enterprises, and developing increased access to finance and markets. The specific projectactivities/prior ies are to

a) To promote self-help groups (SHGs) and theirclusters/association from p oor or vulnerable households

b) To promote women owned EGs/PAsshowing increase in volume of salesand

c) Promote income and employment enhancingopportunities by building capacities, improv ing access to financial services, and establishing partnerships with private sectorfor improving market access.

The speci fic objective of this assignment is to provide intensive, high qualityimplementation support to WEE-RDP towards achievement of its project development objective of increasing social and economicempowerment of poor rural women in selected communities.

T he field based facilitating partners (FPs) will be responsiblefor supporting WEE-RDP in establishment of District Facilitation Team(DFT) structure at the grass-root level and make itfunctional in all aspects as an implementing unit of WEE-RDP. This DFT will be supported through the administrative staff atnational, regional, and district level that MRRD will be deploying. The FPs will carryout its responsibilities under overallguidance of MRRD and WEE-RDP program authorities and as per instructions and guidelines issu ed by them. Each DFT will beassigned to work in a specific district in which at least 70% of all the communities will be cove red. The FP will ensurehigh quality implementation with proper social accountability and transparency.

National Procurement Authority o n behalf of Ministry ofRural Rehabilitation and Development (MRRD), GoIRA, now invites eligible NGOs (“Consultants”) toindicate theirinterest in providing the aforesaid Services. Interested Consultants should provide information demonstrating that t hey have therequired qualifications and relevant experience to perform the Services.

3. The short listing criteria are:

a) The Consultant should be registered legal entity and should have been in business for

a) &nbthe last5 years in providing Consultancy Services of social aids and r rovide the Copy of the Certificate of Incorporation issued byrelevant authority in country of establishment).

b) The consultant shall demonstrate having sound financialsituation by submitting audited financial reports or any other credible financial documents in which the consultant annual turnoverfor any of the last three years (2015, 2016 and 2017) shall be US$ 640,000 (Six Hundred and Forty ThousandUS Dollars).

c) Theconsultant should provide proven experience for a minimum of at least one contract with the value of US$ 550,000 (Five Hundrred and F consultanfty Thousand US Dollars) having executed during any of the last five years of similar preferably inAfghanistan an r conflict/ immediate post conflict zones/ countries. Nature indicating the duration and value, which shouldshowcase the expe rtise/strength of the consultant for the undertaking such assignments. The Consultant while describing theassignment(s) for similarexperience should furnish the following details:

§ Consultant should explain inwhat way the executed assignment(s) was/were similar in nature to the currentassignment.

§ The Consultant should explain the exact role played by the Consultant in theassignment if the assignment was carried out in associa tion with other NGOs as JV or in sub-consultancy for carrying out theassignment.

§ Copy of t he implemented contract with client’s contact details (phoneand email)

Note: the Consultant who in tends to express interest for more than one assignment, shouldfulfill the shortlisting criteria of (b) and (c) as an aggregated bas e and they should submit their EOIs separately for eachpackage.

The requirements for Consultants who intendsto associate with other NGOs in theform of a Joint Venture (JV) or Consortium or a sub-consultancy to enhanc e their qualifications are indicated as under:

i. &nb sp; The leadpartner is required to be identified clearly and the Consultant shall state the compositi on and nature of their association(JV/ sub-consultant) in their EOI.

ii. In case of JV, all partners i.e. the lead and JV member/s shall meet100% of the shortlisting criteria of (a) (b) and (c) above.

iii. &nbssp; 100nbsp; In case of Consultant who intends to associate with other NGOs in the form of a sub-consultancy, the leadpartn shall meet the shortlisting criteria of (a), (b) & (c) above.

d. Eligibility requirements incomplian ce with paragraphs 3.21, 3.22, & 3.23 of the World Bank’s Procurement Regulations for IPF Borrowers,Procurement Ininvestment Projects Financing, Goods, Works, Non-Consulting and Consulting Services July 2016, revised November2017. < /u>

The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the WorldBank’s Procureme nt Regulations for IPF Borrowers, Procurement In investment Projects Financing, Goods, Works, Non-Consultingand Consulting ServicesJuly 2016, revised November 2017, setting forth the World Bank’s policy on conflict ofinterest. In addition, please refer to the following information on conflict of interest related to this assignment as perparagraph 3.16 and 3.17 of WorldBank’s Procurement Regulations for IPF Borrowers available atwww.worldbank.org/.

4. Consultants mayassociate with other NGOs in the form of a joint venture or a sub-consultancy to enhance their qualifications. If consultants intendd to a associsociate with other NGOs, they are advised to clearly identify the lead partner and state the composition and nature ofthe ass on (JV/ sub-consultant) in their EOI.

5. Aconsultant willbe selected through Fixed Budget Selection (FBS) in accordance with the procedures set out in the WorldBank’s Procurement Re gulations for IPF Borrowers, Procurement in investment Projects Financing, Goods, Works, Non-Consultingand Consulting Services July2016, revised November2017.
