CONSULTING SERVICES – ASSESSMENT AND MITIGATION OFAKAGERA

R IVER AVULSION

The Republic of Burundi, The Republic of Rwanda, and The UnitedRepublic of Tanzania have received financing from the World Bank toward the cost of the NELSAP’s Regional Rusumo FallsHydroelectric Project and intends to apply part of the proceeds for cons ultant services.

The proposed study isdivided into two phases and has two objectives:

Phase 1 Determine the Impact of the riveravulsion on the project

Phase 2 Determine the mitigation measures (If the Phase 1 Study finds that it is not requiredand necessary to investigate the feasibility: economic, financial, technical andenvironmental of implementing mitigationmeasures, then Phase 2 will not be executed.

Nile Equatorial Lakes Subsidiar y Action Program Coordination Unit(NELSAP-CU) now invites eligible consulting firms (“Consultants”) to indicate their i nterest in providing theServices. Interested Consultants should provide information demonstrating that they have the required quali fications and relevantexperience to perform the Services.

Criteria for the constitution of the s hortlist will be asfollow:

(a) Experience in undertaking water systems analyses with at l east threeprojects that involved more than US$ 500,000 each within the last 10 years;

(b) Specific experience in unde rtakingwater resources assessments, river/fluvial geomorphology studies, and river / fluvial morphology impact assessment;

(c) Availability of staff with relevant skills in water resources assessment and modelling, river/fluvial geomorphology,hydraulics, hydrology, hydrogeology, geotechnical engineering, environmental impact assessment.

The attention of interreste hydra Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment ofConsultant er IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“ConsultantGuidelines”), set ting forth the World Bank’s policy on conflict ofinterest.

The consultant will be selected in accordance with the Quality and Cost Based Selection(QCBS) set out in the World Bank’s Guidelines: Selectio n and Employment of Consultants by World BankBorrowers (January 2011 edition, Revised July2014).

Consultants may associate with other firms in the form of a join t ventureor a sub consultancy to enhance their qualifications.
